Overview:
Under the general supervision of Executive Secretary, SSCC, Division of Agricultural and Natural Resources, Department of Agriculture, acts as staff professional engineer for implementation of all phases of soil erosion and sediment control programs; acts as the agent of responsible charge as defined at N.J.S.A. 45:8-28(2)g in the oversight of Soil Conservation District personnel engaged in the review and certification of erosion control site plans prepared by a New Jersey licensed engineer.

EXAMPLES OF WORK:
- Provides engineering and related technical expertise required for uniform and accountable implementation of the Soil Erosion and Sediment Control Act.
- Periodically reviews and oversees revision and update of the New Jersey Soil Erosion and Sediment Control Standards as defined at N.J.A.C. 2:90.
- Performs technical review of engineering practices incorporated in soil erosion and sediment control plans for compliance with State Standards; recommends approval, modification, denial or other action.
- Reviews and appraises soil conservation district personnel, operations and procedures with respect to technical competence, adequacy of engineering practices and implementation of regulatory responsibilities; identifies deficiencies; recommends modifications where appropriate.
- Assists local Soil Conservation Districts with review of erosion control plans, development of technical expertise and training programs, and does related work as required.
- Reviews samples of SCD staff review letters pursuant to NJDA-SSCC Technical Bulletin 2009-1, to ensure technical content is appropriate and in compliance with professional engineering standards of conduct.
- Recommends development and implementation of technical training programs for district personnel and engineers with emphasis on erosion control engineering practices required to maintain technical competency of plan preparers and reviewers.
- Makes presentations to the public to achieve required levels of program comprehension.
- Inspects construction sites for conformance with erosion control components of certified plans; recommends remedial actions where deficiencies are observed.
- Evaluates technical performance of exempt municipalities to achieve adequate erosion and sediment controls on construction sites regulated by State law.
- Provides technical expertise to assist in the investigation and resolution of appeals, conflicts or violations.
- Maintains liaison and coordination with the United States Department of Agriculture Soil Conservation Service, State Engineer, district and other cooperating agency personnel.
- Prepares clears, comprehensive, accurate, technical reports of field reviews and investigations containing findings, conclusions and recommendations.
- Provides engineering expertise and assistance to other programs and divisions within the Department, as needed, to assist them in the execution of their program goals and objectives.
- Maintains essential records and files.
- Will be required to learn to utilize various types of electronic and/or manual recording and information systems used by the agency, office or related units.
