Overview:
The City of Raleigh Parks, Recreation and Cultural Resources Department is seeking an individual to join our Natural Resource Section to serve as the Park Manager of Durant Nature Preserve (237 acres) and Horseshoe Farm Nature Preserve (146 acres) in North Raleigh, North Carolina. The Natural Resource Section is devoted to connecting people and nature through experiences, conservation, and education. This position is directly responsible for planning, organizing, and overseeing the operations and activities of Durant and Horseshoe Farm and will work collaboratively with the other Preserves, Parks, and Programs across the Natural Resource Section.
The Natural Resources Section is comprised of two work groups, Nature Preserves and Programs and Outdoor Recreation. Durant and Horseshoe Farm are within Nature Preserves and Programs which also includes Annie Louise Wilkerson Nature Preserve, Walnut Creek Wetland Park, and the Section’s Nature Program team. Outdoor Recreation sites include Forest Ridge Park, Lake Johnson Park, and Lake Wheeler Park.

HIRING RANGE: $56,732 - $65,000
Essential Duties:
- Hire, train, and supervise multiple staff, both full-time and part-time, including conducting performance evaluations, coordinating training, and implementing discipline and termination procedures.
- Develop and manage assigned budgets and facilitate business processes such as payroll entry, procurement reconciliation, and mileage reimbursement submission.
- Supervise facility use and rentals: review and revise policies and processes, balance the need between programmatic, operational, and rental use of facilities.
- Facilitate the development and implementation of programmatic goals for both Durant and Horseshoe Farm to meet the changing needs of the community that are in line with best practices for the professional fields of Outdoor Recreation and Environmental Education; contribute to and support programming across team, section, and department; oversees program evaluation and marketing for site-based programming.
- Foster partnerships with the community, local schools, universities, and agencies.
- Participate in and contribute to the planning and implementation of resource management initiatives: review and make recommendations that ensures management plans are in alignment with program, facility, operational goals as well as Park Master Plans, objectives, and initiatives; ensures program and services adhere to management plans.
- Participate in the planning and implementation of the Site Master Plan including master planning, landscape, or other design processes and evaluate plans, proposals and/or construction drawings.
- Review site operations and policies and ensure adherence with applicable goals, objectives, standards, and regulations.
- Manage the coordination of the custodial care and maintenance of all facilities with vendors and/or other divisions within the department.
- Plan, evaluate, and coordinate emergency response efforts and risk management related to assigned areas.
- Oversee maintenance schedules and ensure safety checks are performed for all equipment, vehicles, buildings, and grounds, collaborating with appropriate personnel for resolution of maintenance problems.
- Manage the planning, creation, and maintenance of trails.
- Help conduct public relations and promotions for the sites in coordination with the Department’s Marketing team and others across the department, including community engagement and stakeholder meetings.
- Coordinate the development, fabrication, and installation of all interpretive and directional signage.
- Actively participate in professional organizations and internal and external committees and maintain membership in professional organizations and attend meetings that support and foster collaboration, provide updates to policies and procedures, support strategic planning.
- Provide professional and technical expertise and consultation to internal and external stakeholders.
Other duties included but not limited to:
- Assist the City in cleanup and repair during inclement weather situations or city response in declared states of emergency.
Typical Qualifications
Education and Experience
Bachelor's degree in parks and recreation, landscape design and maintenance, forestry, urban forestry or field directly related to assignment and five years of professional experience directly related to assignment.

An equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above, unless otherwise subject to any other requirements set forth in law or regulation.
Preferred Education, Experience and Licensing/Certifications:
- Valid North Carolina Class C Drive's License with a satisfactory driving record.

- Knowledge and skills in project and program management.
- Working knowledge of database software, spreadsheet software and word processing software.

- Willingness to be certified by PRCR in CPR/First Aid within the first two months of hire.
