Overview:
Position Summary
The Community Relations Coordinator is responsible for assisting with design, development, implementation, and evaluation of educational and promotional programs that meet Greenville County Government’s NPDES Storm Water Education requirements. Responsible for generating strong public awareness of the agency through press releases, interaction with the media, marketing messages, public displays, and public speaking appearances. This includes the conceptualization, design, and distribution of materials in a variety of media that reach the intended audiences; oversight of the production of these materials; performing public speaking engagements to various audiences of all ages; and participating in a variety of special educational projects such as demonstrations, festivals, trade shows and training seminars. Responsible for evaluating the success of programs through constituent and stakeholder baseline and post-program surveys and analysis.
Essential Functions

- Exercises good customer service techniques, such as listening, effective communications, and problem-solving, (i.e. acts according to the County’s customer service standard).
- Works closely with Conservation District staff, the Land Development Division, and the County’s government affairs coordinator to develop public relations and marketing programs to assure the fulfillment of educational goals.
- Partners with other internal departments in the development, implementation, and evaluation of program goals and objectives.
- Interacts and communicates with various individuals and groups in the performance of daily activities including county personnel, companies, organizations, the general public, immediate supervisor, co-workers, etc.
- Helps train and direct volunteers and/or interns.
- Implements and maintains specific programs to achieve the County’s goals in meeting environmental education and outreach requirements.
- Researches to gather information and ideas applicable to Greenville County’s stormwater program.
- Creates, administers, and analyzes surveys to assess program effectiveness.
- Assists supervisor in preparing and administering grants for special projects, and in preparing reports.
- Prepares goal-oriented marketing messages, public displays, written material and makes public speaking appearances.
- Produces and places announcements/advertisements in appropriate media in conjunction with the County’s Public Information Coordinator.
- Generates press releases and interacts with the media.
- Designs or procures and maintains an adequate inventory of appropriate stormwater educational materials.
- Responsible for stormwater articles as required.
- Assists in maintaining a mailing list of organizations, Home Owner’s Associations, and individuals to receive informational materials produced by the County.
- Assists with compiling data, monitoring reports, and preparing a summary of activities on the County’s stormwater education projects and programs.
- Assists in maintaining, implementing, and updating the Comprehensive Public Education and Outreach Plan, and assists with evaluating the effectiveness of the program.
- Responsible for ensuring a high level of service, compliance with policies and mandates, budget preparation, and adherence to approved budgets.
- Performs a variety of general administrative tasks as required. Performs other duties as required.
- Responsible for ensuring safe work methods are followed to prevent injuries.
- Spearheads K-12 education programs and activities.
- Oversees all activities of Seed Library program including coordinating supplies, purchasing, distribution, and volunteer management.
Required Knowledge, Skills and Abilities
- Ability to speak publicly, write well, and develop educational programs, simplifying technical information for public distribution and understanding.
- Ability to interact and communicate with a variety of individuals and groups in an effective and efficient manner.
- Ability to utilize and understand computer applications.
- Ability to consistently carry out work assignments in an organized fashion and consistently meet deadlines.
- Ability to compile, organize, prepare, and process required reports, records, and related information.
- Ability to use and apply independent judgment and discretion to perform tasks in routine and non-routine situations.
- Ability to operate standard office machines and equipment.
- Ability to work in a team environment.
- Knowledge of graphic design, promotional materials, special event planning, marketing, and other related subjects as applies to duties and responsibilities are a plus.
- Proficiency in professional graphic design software - Adobe Photoshop, Illustrator, and InDesign or equivalent is a plus.
Job Specifications
A Bachelor’s Degree in Marketing, Business Management, Political Science, Conservation, or related field, with some knowledge and experience in stormwater regulations, or any equivalent combination of education, training, and experience which provides the required skills, knowledge and abilities (3-5 years of education/advertising/marketing/communication experience or 3-5 years of creative / design experience; 1-3 years of computer and desktop publishing experience). Video production skills are a plus. Grass-roots campaign development and coordination experience or experience in a non-profit organization is a plus. Must possess a valid South Carolina driver’s license.

- Occasional weekend/evening work necessary. Some travel is required.

The work environment is primarily that of a normal office setting. The noise level is usually moderate. Some work will involve working outside and sitting/standing at booths at events or seminars. This will include loading and carrying materials and equipment to and from the event.
